EUROPEAN UNION

European Union has supported Koboko Municipal Council (KMC) under the European Union Emergency Trust Fund (EUTF) for stability and addressing root causes of irregular migration and displaced persons in Africa. EUTF is for the implementation of the Comprehensive Refugee Response Framework (CRRF): Inclusive Urban Development and Mobility Action Project in Koboko Municipality. The 30 months Project commenced from 13th November 2020.

Overall Project Objective

Contribute to the increase of safety and well-being of refugees and their host communities living in Koboko Municipality while reducing inequalities between these groups.

Specific Objectives

1. Strengthened social and economic inclusion of refugees in Koboko Municipality.

2. Improved livelihoods and greater access to quality basic services for refugees and host population in Koboko Municipality.

Project Output

 Innovative, inclusive and participatory urban planning and policy formulation measures are promoted through a multi-level governance approach.
 Protection mechanisms for vulnerable refugees and host communities strengthened.
 Social cohesion and peaceful coexistence between refugee and host communities strengthened.
 Livelihood opportunities for refugees and host communities are increased.
 Local authorities are more effective and efficient in delivering basic services as their up- and down-stream PFM capacities are strengthened.
 Access and quality of health and education services in Koboko Municipality are improved to benefit refugees and host communities.
 Environmental and health risks affecting urban population are reduced as environmental degradation is countered and solid waste management improved.



IMPLEMENTATION APPROACH


 Direct implementation by KMC mainly of hardware activities across different sectors to improve service delivery.
 Indirect implementation mainly of software activities (trainings, awareness raising, etc by 8 local CBOs (4 each from host community and refugee founded) and other key stakeholders on behalf and under the supervision of KMC.
 Technical Assistance by ACAV to KMC, local CBOs and other key stakeholders.
